I guess you have in your 'Section "Files"' the following:
	FontPath     "/usr/X11R6/lib/X11/fonts/Speedo/"

Do you also have in your 'Section "Module"' the following?
	Load  "speedo"

/usr/X11R6/lib/X11/doc/README.fonts may also help too.
