It is "lightweight" though :)

Apparently with Japanese terminal fonts, w3m can display shift-JIS, JIS,
and EUC-JP Japanese.

Also, I forgot about...
 Daemon News : Japanese Language Support in NetBSD

It says: "w3m and lynx allow entering Japanese text into an HTML form, you
don't have a way of typing Japanese characters into these programs yet."
