I could be wrong, but I believe that csh has been the default root
shell from the beginning of BSD. This is likely due to the fact that
the first BSD UNIX operating system was co-authored by Bill Joy, who
is also the author of csh.

There are many more folks more knowledgeable then I regarding the
history of BSD, and I'm sure I will be corrected if I am in error.

P.S. Personally I dislike csh as well, but I find that I rarely have
to actually login or su to the superuser account thanks to tools like
sudo. Of course, when a system is being recovered after a crash such
a luxury may not be available -- and yet this occurs rarely enough
that I've never felt the need to change the default
