The toor user is an alternate root user (root spelled backward)
with the Bourne Again SHell instead of the Bourne Shell.

The warning says that even though the account has no
password (check this with vipw), it does have a valid login
shell.

You can safely remove the user account, or change the shell
to /sbin/nologin if you prefer.
