Frame Relay is usually supplied over a syncronous serial line. Syncronous
serial cards are uncommon enough that standard drivers haven't been
supplied with NetBSD, but are generally provided by the manufacturer.

Frame isn't a particularly complex protocol, but I haven't seen much
demand for it, since a cheap Cisco router is probably similarly priced
to the sync serial card you would need...
