It's planned. Work is beeing done in -current to split the base system
in packages. The thing is called 'syspkg'; if you look at recent news
in NetBSD's site, you will find one referring to this.

Mainly, it will package all programs in the base system in independant
packages, so you will be able to install/deinstall them, update them
trought binary "updates"...

We will have to wait :p
