I don't remember if the kernel was ALTQ-patched when I first experienced
this. Now I can only confirm this happen on ALTQ-patched kernel with ALTQ
disabled also.

I forgot to mention - this happens on different machines with different
kind of modems.
Tomorrow I'll link two NetBSD machines with halfduplex modems and try to
repeat this behavior...
