Is there any reason why ogle package (graphics/ogle) is provided
without libdvdcss?

Without the library, ogle is quite useless because it can't play
encrypted DVD movies.  I just wonder whether it is intentional for
some reason or the maintainer simply forgot to include it.

BTW, installing libdvdcss is very simple as ./configure
--prefix=/usr/pkg && make && make install, and you don't need to
re-install ogle after that.
