This is fundamentally wrong, as it forces all the package scripts to
start after all the base scripts.

Why not just have:

	 files=`rcorder -s nostart /etc/rc.d/* /etc/*/rc.d`

in "/etc/rc"; add a dummy "/etc/pkg/rc.d/README and
/etc/local/rc.d/README" to satisfy rcorder, corresponding changes to
mtree/{NetBSD.dist, special}, and that's it as far as the base system
goes?
