I have seen that, too. I've installed Matthias Sheller's 1.5.3_ALPHA snapshot from
ftp.netbsd.org and after investigating I was suprised to see that man.tgz was
only 1.8MB in size, and didn't really include any manpages.
The file from pub/NetBSD/arch/i386/snapshot/20020125-1.5.3_ALPHA/binary/sets is
-rw-r--r-- 1 1136 netbsd 1861287 Jan 24 16:47 man.tgz
whereas 1.5.2 one is
-r--r--r-- 1 234 netbsd 5780233 Aug 18 15:24 man.tgz
Can someone please take a look at it?
PS. For now I've installed 1.5.2's man.tgz and it works.
