Yes. But the machine would needs lots of memory because at least the
root file system, "/tmp" and "/var" must be located on ramdisk or
memory filesystems.

Take a look at the installation floppie in "src/distrib/${arch}/floppys".
They can do that but are no full NetBSD systems.
