I've done a bit of researching and saw that kernels as early as
1.2.1 were patched to implement QoS  (quality of service) features.  I
was curious if anyone has done any further development and if there 
were other ways to do this.  For instance, if I want to write rules to
limit the amount of bandwidth the webserver or ftp server when send
files to a remote system...
