In Win98, try going into Explorer, find the ISO and double click it, so
it automatically starts easy CD creator.  Then just "burn" without test.

It should work this way.  I used to make the mistake of buring the ISO
onto the CD as a file, instead of as a bootable image.  Maybe you're doing
the same mistake.  Also don't forget to set your BIOS that it will try to
boot from the CDROM first.
