It's only available in -current newer than April 30. It has not been pulled
up for 1.5.1. If your kernel is new enough, you need to configure a

   pseudo-device ppppoe 1

in your kernel config and follow the directions I gave on current-users to
set it up, see http://mail-index.netbsd.org/current-users/2001/04/29/0002.html.
