Since no one has pointed this out, that I can see:

Go to http://www.netbsd.org/gallery/groups.html and look at the ``Regional
NetBSD mailing lists''.  (^&

The idea is there, it's just under-used.  (I forget who was setting up the
lists, but I remember some individual volunteering to run regional
lists.  As far as I know, additional regional lists were to be created if
and when people asked the list host to add them.)
