KAME is a networking research project, see http://www.kame.net/
It's not included in the standard ISO image of NetBSD because it's a different
projetc from NetBSD.
Note that the IPv6 support of NetBSD (present in NetBSD 1.5, and thus
part of the standard ISO image) is derived from the KAME ipv6 stack,
and very close to it.

In includes, amongs others, and IPv6 stack.
