Sorry, I'm not using ICQ and only had to do this quite some time ago once.
I only remember it was straightforward and took about five minutes.
The essential key was making the peer-to-peer communication use the https
proxy (because the peer can not open a connection to the local client behind
a firewall/nat gate). I vaguely remember some obvious GUI option to do this.
