ksh is a part of the base NetBSD installation. The pkgsrc tree is
primarily for "contributed" (and/or superfluous) software. I am sure no
one will object if you packaged a different Korn shell and submitted it to
the pkgsrc collection. (In fact, I believe some people are working on
packaging the AT&T Korn shell.)
