You also need:
pseudo-device ipfilter # IP filter (firewall) and NAT
in the kernel config and recompile (if it wasn't there).
Make sure you have the right /dev/ entries as well, something like (On
i386):
crw------- 1 root wheel 44, 1 Mar 23 2000 /dev/ipnat
..and if not use /dev/MAKEDEV to create them.
sh /dev/MAKEDEV ipl
