You should be able to install ALTQ on 1.4.3.  It is an alternate queueing
system that also has a bandwidth limiter.

I'm not sure if they have a specific release for 1.4.3 or not.  You might
have to use a 1.4.2 patch.
Check out http://www.kame.net/ for more information. (ALTQ is integrated
with KAME IPv6, but you can get it seperate also)
