In pine you may want to set character set to ISO-8859-1 or
ISO-8859-15. You find the setting in the bottom of the config list.

This should solve your problem at least in pine.

Also make sure your shell supports 8-bit characters. In tcsh you could se
this by checking the version env-variable.

Ex:
almquist@karon [~]>echo $version
tcsh 6.09.00 (Astron) 1999-08-16 (i386-intel-FreeBSD) options 8b,nls,dl,al,sm,rh,color
                                                              ^^
(This is FreeBSD though, but should be the same)
