I guess 'misc' fonts of X distribution will be needed, at least. To
check it, try

  % xlsfonts | grep 'jisx'

By reading 'tech-pkg-ja@jp.netbsd.org' (a local list in Japan)
articles, it is possible to use canna/canuum in non-X environment in
general, but you have some troubles in your environment.
