I had NetBSD booting on MVME147 boards with VxWorks ROMs at one point.
There were some changes made later on that caused the kernel to start
depending on the BUG ROM facilities, though.  I forget most of the
details at this point, but it shouldn't be hard to reproduce.  B-)
