I haven't looked at that code, does anyone have an idea what would be involved
in making network interfaces on specific buses harwirable, kind of like
devices on the scsi bus?

When shipping a kernel to someone and talking them through a remote upgrade,
it would be nice to be able to remove the ISA neX entries, but still have
the pci come up at ne2 (or whatever) sometimes.
