One NetBSD developer has claimed so.  Unfortunately he or she didn't
contact me directly, so I have no certain idea of his or her
objections.

The disclaimer that goes out with the source-changes mail would seem
to cover things:

It is fairly easy to modify the CTM software so that this is included.
Note however that FreeBSD and OpenBSD have distributed via CTM for
several years, without apparent objections.

For the record I don't agree that CTM breaks the BSD license.  I'm
listening to arguments if anyone cares to make them, but there is a
tradition going back many, many, years of posting diffs to copyrighted
sources to usenet without any suggestion that this avoided the
copyright on the original sources.
