We have tcsh in pkgsrc. Have a look at
http://www.de.netbsd.org/Documentation/software/packages.html
on who to get and use pkgsrc. Its in pkgsrc/shells/tcsh.

Uhm, I am not sure what you really want to achieve here - NetBSD
has no german manpages nor do the commands change there language yet :)

If you want a german keymap, that won't be altered with $LANG.

http://www.de.netbsd.org/Documentation/index.html which contains
several pointers to other dokumentation.
