unroff is in the standard collection. Just tried man2html, but I'm not entirely
satisfied, mostly because it seems to eat up the first part of many of the man
pages, particularly the NetBSD ones.
Unroff is better, because it operates on the unformatted troff input. If it
just understood mdoc macros.
