Same problem here.  What window size are you using for netscape?
560x540 here, and what is happening is that the right column of the table
is right justified, the left column appears immediately to the left of the
right column, and if that comes out to be wider than the current window,
no scroll bar appears.  I've never seen this happen anywhere else.
