Any config, I am able to tcpdump and see traffic on each of the networks.

If I make ne1 the primary, with only ne0 present, then the same things happen 
as when the 3c905 card is in.

What do I see happening that I think is incorrect behavior?

1) During bootup, when starting certain services, (nfsd/amd), things that will
   do hostname lookups will experience a long timeout period before moving on. 
   I guess I could say that this is one of the symptoms of a system which is 
   behaving improperly.

2) During multiuser, and DNS queries will timeout even if your primary entry 
   is first in /etc/resolv.conf.

3) traceroute attempts to always use the first interface found, even if the
   host has a "default" route.

4) nslookup's will timeout while the system tries to figure out how to contact 
   the name server.
