Passive mode.
ftp -p the.site.you.want
or, while connected to the site:
ftp> passive
Lastly, if the inside machine is running NetBSD, and you want package system
ftps to go automatically, you want to have something like
FETCH_BEFORE_ARGS="-p"
in /etc/mk.conf.
