A suite of tools for generating bootable and rootable floppies,
mkflop (previously known as mkboot) has been released.
You can generate:
 kernel-copy/boot, fixit/root, security/root, and sniffer/root* disks.

Note that this is a *very* belated release, and some things may be
out of sync with NetBSD-current (but I doubt it).
The program uses sophisticated linking techniques (via crunch) to get
way more tools on a disk than you may normally be able to fit.

[*] sniffer rootdisks require a little bit of manual effort due to
    problems in the libpcap namespace
