You can put it in /etc/ppp/ip-up, I think.  "man pppd".  BTW, you
don't have to get sendmail to clean up the queue once in every 30
seconds, but just once when you get ppp up with "sendmail -q".  It'll
clear up all the queued messages.  Subsequent messages will be
processed as they arrive.
