That is part of the source archives. Grab the `ksrc121' files from
.../NetBSD/NetBSD-1.2.1/source/ksrc121/* and install them (true archive
directory tree depends on which mirror you get them from).
For documentation about the source tarballs, look at
.../NetBSD/NetBSD-1.2/i386/INSTALL. It is written for 1.2, but also
applies to 1.2.1 for the most part.
