Basically: 

If I quote only a fraction of an entire "work", I attribute its source
correctly, and I do not intend to make money from the quotation, this
is considered a fair use of the copyrighted work, and it is thus
likely that a copyright infringement suit against me for making this
quotation would be laughed out of court.

I've probably left some part of this out, but that's the gist of it.

I'm not a lawyer; consult an intellectual property lawyer if you want
a full definition.
