MVS runs under Linux or NetBSD with the Hercules emulator (recently added to
the packages collection); Linux/390 runs on the bare metal (either directly
or in LPAR mode), under VM/ESA, or under the Virtual Image Facility (a
cut-down VM that only runs Linux guests).

I would expect a NetBSD/390 port to be straightforward, now that there's a
gcc for the 390 available.
