My usual practice is to add "Copyright (c) 2000 Ben Harris" to the top of
any file I make significant (say >50 lines) changes to, and to leave others
alone (unless the comments are actively incorrect in their new home).  For
new files, I have a boilerplate "modified BSD licence" which I slap on.
