I have no power to create such a list @netbsd.org.  However, I would
like to see this happen (even for all that I've no such machines myself
at the moment), so I've created a mail reflector alias on my home
machines; the address is netbsd-hppa@rodents.montreal.qc.ca.
Presently, the -request address goes to me personally, and I will
handle list administrivia by hand (note this means you won't get the
turnaround speed you can expect from majordomo).  I am hoping that
someone @netbsd.org will set up a proper list there before the list
becomes unmanageable for me; if this doesn't happen I may have to ask
someone else to take it over.

Presently I am the only address on the list; I don't want to subscribe
even the few of you who've been actively talking about it without your
approval....

Or, of course, my list could sink without a trace, in which case I'll
quietly take it down and nobody will notice. :-)
