I've just starting having to deal with some japanese data under
 	NetBSD 2.0.

Setting LC_CTYPE and LANG to en_US.UTF-8 and using xterm
-u8 allows some apps to display UTF8 data correctly such
as 'less' or psql (Command line interface to PostgreSQL),
but others still fail - vi still works in 'byte per character'
and 'ls' shows '?' unless -w is given.

All of this is under an xterm, I've not even gone near non
ISO-Latin1 data on a console window.
