you'd better have to use 'pkg_comp' and 'pkg_chk' to build packages in a 
chroot jail. Here is a link for an example:

Personnaly, I'd rather prefer the 'bin-install' target as do this 
excellent update script from Gavan:

Furthermore, viewing the source of this script was very instructive for me.
