I've successfully built and installed custom NetBSD 2.0.
Build machine was P4 with Linux, target machine is P100 with
only 16MB RAM.

1) Don't use -Os for COPTS
2) -march=pentium increases code size
3) releasekernel=YOURKERNELCONFIG builds additional kernel
but never includes it into release. This option is useless.
4) GENERIC doesn't boot on 16MB anymore :)

My new kernel is only 1.3MB, but it occupies up to 7.5MB
after boot. Now I'm bootstrapping pkgsrc...
