i think it's that while they're not specifically under a gnu licence
(though most of the stuff under src/gnu/dist is), rather that they're
not under a bsd licence (as none of the stuff under there is) so they
don't go in the main tree.
gnu here doesn't mean "gpl licenced", but "not bsd licenced, but still
effectively free by the terms of the licence at hand".
