I just saw your reply.  As I replied to Alan just now, when I was 
initiating a constant outbound connection from the server, I had no trouble 
accessing the server.

It sounds like you are suggesting that this may be a modem/router problem - 
as opposed to his ISP's behavior.  If he rules out the ISP as the cause, 
I'll have him look there.
