ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.6.1/source/sets/pkgsrc.tgz
or
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-current/tar_files/pkgsrc.tar.gz
