Is there *any*thing in /usr/src and if so, how did it get there?
If /usr/src is an empty directory, then you are not updating an existing
source tree, but you need to checkout the sources first. After setting
the CVSROOT variable as indicated in
http://www.netbsd.org/Documentation/current/#using-anoncvs, follow the
steps and you should be fine.
