My Dell Latitude c840 does this as well. Having
agp in the kernel causes a hard lockup on just
after the kernel starts up.
I seem to recall that the problem is that NetBSD's
agp code doesn't fully support some of the more recent
chipsets. In particular, I think that it was the lack
of support for the i845 that caused my laptop to lock up.

The only advice that I have is "don't do that". My
laptop runs perfectly well without agp in the kernel.
