I guess you didn't install man.tgz which is included on the NetBSD
installation CD. Or retrieve it from a netbsd.org ftp mirror. And then
unextract it to /
As for your port forwarding, look at the ipf.conf and related ipf man
pages and the files under /usr/share/examples/ipf/
