I don't have plain 1.6 systems any more but it's suppported in 1.6_STABLE:
antioche:/home/bouyer>ls /usr/share/locale/cs_CZ.ISO8859-2/
LC_CTYPE

and I don't think this has changed since 1.6 ...

Did you try
setenv LC_CTYPE cs_CZ.ISO8859-2
(or export LC_CTYPE=cs_CZ.ISO8859-2, depending on your shell) ?
