I have a shell account with panix.com, which uses NetBSD 1.6.

I receive email in Czech, and I attempted to switch over my character set
and LANG setting to ISO-8859-2, but I was told by the panix people that
NetBSD 1.6 doesn't support that character set.

A Panix representative told me that one of the techs suggested that I
might want to contact the NetBSD folk about supporting that character set.
What would be the most appropriate venue by which to do that?
