i386 and jdk-1.1.8nb2        Sun's Java(tm) Development Kit

I just installed the netbsd binaries packages from
ftp://ftp.netbsd.org/pub/NetBSD/packages/1.6/i386/All

I had to change something into /usr/pkg/tomcat/bin/tomcat.sh BTW:
   JAVACMD=$JAVA_HOME/sun-1.3.1/bin/java

Works now:)
