Found the problem...NetBSD1.5.2 is not capable of doing it, 1.6 is.

I tested here in the NetBSD 1.6H with one 3Com 3c905C-TX 10/100 Ethernet =

and changed the MTU for 1400 without no problem.

# ifconfig ex0 mtu 1400
ex0: flags=3D8963<UP,BROADCAST,NOTRAILERS,RUNNING,SIMPLEX,MULTICAST> mtu =
1400
